The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus SAS Model A350-941 and -1041 airplanes. This proposed AD was prompted by a girt bar fitting safety hook on an airplane in the production line was found stuck in the upward position due to excessive sealant applied between the girt bar fitting and door mat. This proposed AD would require a detailed inspection of each affected part and applicable corrective actions, and provide additional requirements for maintenance. This proposed AD was prompted by a finding that severe corrosion could occur on affected slotted nuts located at the wing thrust spigots. This proposed AD would require repetitive inspections of the affected slotted nuts and applicable corrective actions. This proposed AD would also prohibit the installation of affected parts. The FAA is proposing this AD to address the unsafe condition on these products.

### Removal of Obsolete Portion of Regulation Relating to Care and Treatment of Ineligible Individuals

The Indian Health Service (IHS) of the Department of Health and Human Services (HHS or "the Department") is issuing this final rule to remove obsolete language appearing in the Code of Federal Regulations (CFR). The language refers to an outdated process for determining what the IHS will charge for care to non-IHS-beneficiaries. Eliminating this obsolete language will not change IHS's existing practices or authorities.

### Removal of Obsolete/Suspended Regulations

The Indian Health Service (IHS) of the Department of Health and Human Services (HHS or "the Department") is issuing this final rule to remove regulations appearing in the Code of Federal Regulations (CFR). The regulations duplicate other regulations in the CFR, and have never been implemented by the IHS, and were referred to as "suspended" in a 1999 Federal Register Notice. Removing these regulations will not change the IHS's existing practices or authorities.

### Airworthiness Directives; The Boeing Company Airplanes

*Rule* — Transportation Department · Federal Aviation Administration

The FAA is superseding Airworthiness Directive (AD) 2019-20- 07, which applied to The Boeing Company Model 787-8, 787-9, and 787-10 airplanes. AD 2019-20-07 required repetitive operational checks of the leading edge (LE) outboard (OB) slats and applicable on-condition actions. AD 2019-20-07 also required revising the airplane flight manual (AFM) to prohibit flap retraction under icing conditions after landing and revising the existing maintenance or inspection program, as applicable, to incorporate a new operation check. This AD was prompted by the manufacturer developing further actions to address the unsafe condition. This AD continues to require all requirements of AD 2019-20- 07. This AD would also require replacing the LE outboard geared rotary actuator (GRA) with a LE outboard lockout actuator (LEOLA) at leading edge OB slat locations and revising the existing maintenance or inspection program, as applicable, to incorporate a new certification maintenance requirement (CMR), which terminates the retained requirements of AD 2019-20-07. This AD also removes airplanes from the applicability. The FAA is issuing this AD to address the unsafe condition on these products.
