### Rules of Practice

The Federal Trade Commission ("Commission" or "FTC") is amending its rules of practice to revise the description of the FTC's EEO Office and Regional Offices and to update the list of current control numbers assigned by the Director of the Office of Management and Budget ("OMB") to the Commission's information collection requirements. The Commission is also amending its rules of practice to clarify that FTC staff may consider a variety of relevant issues when modifying a Second Request--i.e., a request for additional information or documentary material relevant to an acquisition the Commission is investigating. In addition, the Commission is amending its rules of practice to clarify the procedures by which Administrative Law Judges ("ALJs") are assigned to administrative adjudicative proceedings and to restore previously deleted language that provided a page limit for opening briefs. Finally, the Commission is amending its rules of practice to update the list of documents that are part of the Commission's public record; to revise and clarify the methods for submitting FOIA requests; to clarify how the Commission calculates a quorum under its quorum rule; and to add several requirements to the procedures governing motions seeking disqualification of Commissioners.

### Flight Operations: Pilot requirements; Use of oxygen

FAA proposes to raise the altitudes at which a pilot is required to don an oxygen mask for commuter and on demand operations, as directed by the FAA Reauthorization Act of 2024, and revise the pilot oxygen mask requirements applicable to general aviation operations in pressurized aircraft. The proposed amendments would allow the operation of airplanes at higher altitudes without requiring at least one pilot at the controls to wear and use an oxygen mask. If adopted, these proposed changes would reduce regulatory and economic burdens on operators by changing certain requirements pertaining to pilots' use of oxygen masks.

### Substantial Product Hazard List: Amendments to Requirements for Window Covering Cords

To address window covering cord strangulation risks, the Commission proposes to designate certain window coverings a substantial product hazard. These include products with: accessible free hanging operating cords longer than 8 inches on custom window coverings; exposed continuous loops with and without tension devices on custom horizontal blinds; exposed continuous loops without tension devices on other custom window coverings; lack of a warning on exposed continuous loops and single retractable cords on custom window coverings; presence of stroke lengths longer than 36 inches on single retractable cord lift systems on custom window coverings; and a cord loop lift system on stock or custom roll up style shades.

### Regulatory Enhancements for Reactor Licensing, Decommissioning, and Operational Oversight

### Air Plan Approval; Alabama; Transportation Conformity

The U.S. Environmental Protection Agency (EPA or Agency) is approving a State Implementation Plan (SIP) revision submitted by the State of Alabama, through the Alabama Department of Environmental Management (ADEM) on April 7, 2026. The SIP revision replaces the previously approved transportation conformity memorandum of agreement (MOA) with an updated MOA concerning transportation conformity criteria and procedures related to interagency consultation, conflict resolution, public participation, and enforceability of certain transportation-related control and mitigation measures. The SIP revision also makes a minor stylistic change to the Transportation Conformity and General Conformity rules in the Alabama SIP. The EPA has determined that Alabama's April 7, 2026, SIP revision is consistent with the applicable provisions of the Clean Air Act (CAA or Act).

### Airworthiness Directives; Bombardier, Inc., Airplanes

The FAA is revising a notice of proposed rulemaking (NPRM) that would have applied to certain Bombardier, Inc., Model BD-700-2A12 airplanes. This action revises the NPRM by citing new material required for the revision of the existing maintenance or inspection program. The FAA is proposing this airworthiness directive (AD) to address the unsafe condition on these products. Since these actions would impose an additional burden over those in the NPRM, the FAA is requesting comments on this SNPRM.

### Measures To Restrict Stockpiling of Polysilicon and Polysilicon Derivatives Under Proclamation 11052

On August 6, 2026, the President issued Proclamation 11052, "Adjusting Imports of Polysilicon and Its Derivatives Into the United States" (Proclamation 11052), ordering the Secretary of Commerce (Secretary) to take action to restrict imports by a company if he determines the company is stockpiling polysilicon or polysilicon derivatives (Polysilicon Products) in advance of import adjustments that will be effective on December 4, 2026. The Bureau of Industry and Security (BIS), in this temporary final rule (TFR), announces the criteria and process it will use to monitor existing companies for evidence of stockpiling, limit a newly established importer's ability to stockpile, and subject companies that are stockpiling to an import prohibition if necessary. This TFR also establishes the process for such companies to obtain a waiver from any import prohibitions imposed pursuant to this rule, and imposes certain import limitations on new importers that register with U.S. Customs and Border Protection (CBP) on or after August 6, 2026.

### Request for Information; Medicare Part D Reasonable and Relevant Pharmacy Contracting Standards

This request for information (RFI) solicits input from interested parties for purposes of establishing standards for reasonable and relevant pharmacy contract terms and conditions under the Medicare prescription drug benefit. Section 6223(a) of the Consolidated Appropriations Act, 2026 (CAA, 2026) amends section 1860D- 4(b)(1)(A) of the Social Security Act (the Act) to require Part D plan sponsors to permit any pharmacy that meets standard contract terms and conditions under the plan to participate as a network pharmacy of the plan. Section 6223(a) of the CAA, 2026 further requires that, notwithstanding any other provision of law, for plan years beginning January 1, 2029, such standard contract terms and conditions offered by Part D plan sponsors must be reasonable and relevant according to standards established by the Secretary of the Department of Health and Human Services. ### Amendments To Import Requirements for Highly Pathogenic Avian Influenza

Current APHIS regulations specify that live birds and other avian commodities may not be exposed to highly pathogenic avian influenza (HPAI) or sourced from premises quarantined for HPAI within the 90 days immediately preceding export to the United States. We are proposing to reduce this timeframe to 28 days preceding export to the United States. This action is necessary to align APHIS regulations with international standards regarding HPAI transmission. This action would allow foreign regions to resume the export of live birds and other avian commodities to the United States sooner following an outbreak of HPAI, while still providing adequate safeguards that the importation of the birds or other avian commodities does not present a risk of disseminating HPAI within the United States.
